A qualified Chicago Police recruit was terminated from his candidacy because the Superintendent and Human Resource Department reasoned that he disobeyed a direct order given by a supervisor who has since retired. The Human Resources Board upheld the termination. The Herbert Law Firm took the case and challenged the decisions to the Circuit Court of Cook County. The Court ruled that the decision to disqualify the candidate was "against the manifest weight of the evidence" and reversed the ruling outright.
